The referral component is a major piece of the application. Here we are creating a new referral for Matt Henderson. We have the option of selecting the from office (in case the
logged in person is related to more than one office). We must also select a "to" office from a list of all the offices in the partnership. When an office is selected, the system automatically gathers
the programs and services of that office from a website called 4People (http://www.4people.org) This is a free site that 411 operators use to
help direct people to public services. There is also a place to type a note and select a few other options.
